Statewide Cladding Audit

The Victorian Building Authority (VBA) has concluded its role in the Statewide Cladding Audit, with responsibility for the completion of the audit transferred to Cladding Safety Victoria (CSV) and Councils.

The VBA’s role in the Statewide Cladding Audit was to identify the possible use of combustible cladding material on buildings within the scope of the audit, specifically expanded polystyrene (EPS) and aluminium composite panels (ACP) for further assessment by Municipal Building Surveyors in Councils and for a limited number of buildings, by the VBA, and CSV.

Statewide Cladding Audit scope

Accommodation buildings, and buildings that contain vulnerable occupants that were constructed after March 1997 (with occupancy permits issued before 30 June 2018) within the following building classes:

  • Class 2 buildings of three or more storeys (residential apartments); or
  • Class 3 buildings of three or more storeys (Hotels, Motels and Student accommodation); or
  • Class 9 buildings of two or more storeys (Hospitals, Schools and Aged Care facilities).

The VBA’s role in the Statewide Cladding Audit formally ended on 30 June 2023, however, the VBA continues to support CSV and Councils in their responsibilities to assist building owners rectify combustible cladding.

Statewide Cladding Audit – Acquittal Guidelines for Council

On Thursday 9 September 2023, The Hon. Sonya Kilkenny MP, Minister for Planning directed the VBA to rescind the Acquittal Guidelines for Council inclusive of:

  1. High and Extreme Acquittal Guide
  2. Moderate Acquittal Guide; and
  3. Low Acquittal Guide

These Guides have been superseded by the Cladding Risk Mitigation Framework (CRMF) and Minister’s Guideline 15 (MG-15). For further information on the CRMF and MG-15 please contact Cladding Safety Victoria.
